Delivery Manager

Description of Requirement:

An experienced delivery manager is required to co-ordinate the activities of a high profile, time critical, software development project, the Statistical Business Register, which is planned for development by an external partner over 12 months from April 2022.

The Statistical Business Register (SBR) will provide an index of all businesses, which will be used to identify which businesses will be requested to participate in surveys. As part of this process, the SBR creates frames (which equates to the total population of businesses which meet the criteria to be sampled e.g. all financial service businesses in the UK) and from this a sample is created which details the subset of businesses to be contacted for a specific survey instance.

The candidate should have a background in Delivery Management and/or Project Management relating to agile software delivery, with evident understanding of the software delivery lifecycle. They will also be familiar with managing suppliers in a professional and mutually beneficial way. Ideally, they will have working experience of managing projects, solutions and services that meet the government's digital service standards and technology code of practice.

The candidate must be able to establish and maintain professional relationships, communicating with stakeholders at all levels. They will demonstrate experience in effectively managing stakeholders' expectations and be able to facilitate discussions that sometimes involve high risk and technical complexity or are under constrained timescales. They will take a position of delivery leadership, ensuring that the supplier and project are effectively facilitated with appropriate connections, information and support.

Day to day, they must be able to faciltate and monitor the successful flow of agile delivery work, towards planned milestones. They will be confident addressing all significant risks, issues and dependencies; ensuring appropriate mitigations are in place.

The Delivery Manager will not have their own team per se but will head up a matrixed delivery with a mix of people from internal teams such as architects as well as the external delivery team. This role will therefore require a commercial awareness and strong supplier management skills, as well as project management skills. They will not have line management responsibility on this occasion.

Responsibilities:

* Accountable for the effective delivery of the Statistical Business Register.
* Effectively managing and facilitating a third-party delivery team, ensuring the project and supplier meet expectations for outcomes and standards.
* Ensure the delivery team and all matrixed colleagues effectively collaborate, communicate and focus on what is most important.
* Work with the supplier to effectively leverage their expertise in agile delivery, for the benefit of the and the project.
* Proactively manage dependencies, help overcome obstacles and get the best value for the against constraints.
* Help identify blockers, risks and issues, and support the team to overcome or manage them appropriately.
* Work effectively with our suppling partner to build confidence in the delivery, ensure mutual benefit is recognised and governance is clear.
* To keep all internal and external stakeholders informed and engaged.
* Act as central point of contact between the selected supplier and wider, including key business stakeholders
* Providing regular insight into the project and supplier's performance and progress, through timely reports and appropriate, timely escalation.
* Leading on all required project oversight meetings.
