Procurement Manager - Technology service development programme

Gloucester

12-month contract with option to extend for 6 months

The main purpose of your role will be to work with the Programme Team, key stakeholders and suppliers to drive operational execution of projects, bids and other critical business activities.

Main Duties:

Close involvement with suppliers & stakeholders, including the Digital Board, to identify and implement the most cost effective and technically efficient supply solutions in respect of cost, performance, product and/or service quality and programme; This will result in the production of a programme Procurement Strategy

Preparation of sourcing documents in conjunction with other members of the Programme Team

Managing sourcing and tendering processes in accordance with agreed project and/or programme deliverables;

Leading negotiations with suppliers to ensure that the most cost-effective supply solutions are obtained;

Ensuring that the Council's commercial position is best protected, complies with Contract Standing Orders and is properly reflected within formal subcontracts and purchase orders;

Leading or supporting supplier performance monitoring and development initiatives;

Close liaison with colleagues in the Programme Team and other key stakeholders on all aspects of supply chain activities

Professional Skills and Experience

Essential

Experience of complex IT procurement in a public sector environment

Membership of a relevant professional body

At least 5 years' experience of procurement using a range of procurement processes (Framework, restricted, dialogue),

Desirable

Considerable experience of ICT Procurement in a Local Authority setting

Ability to write and present concisely for varying audiences
