Start: 21st Feb 2022
End: 21st August 2022 (possible extension)
Inside IR35. £407.47 per day.
Location: Exeter (UK). 40% office working, 60% home working.
The Project Delivery underpinning capability team sits within the newly formed Programmes Directorate and is committed to delivering a wide range of business change, lifecycle and transformation projects in support of the Met Office and its business activities. Our projects cover a wide range of different areas that support and underpin every aspect of the organisation's activities; from major IT procurement and installation, to managing and updating the property and estates, through to installation of world leading weather and climate monitoring systems
The role of Project Manager in the Met Office encompasses leading, controlling and delivering medium to high-risk projects to deliver business change in support of the Corporate Plan. We are currently looking to find an experienced project manager to work on a major IT related project to replace our current legacy finance system with a new cloud-based finance system(s). This complex project is currently in the scoping phase, preparing a business case, but is expected to proceed to involve procurement and full implementation phases. The ideal candidate will possess experience of financial system implementation and of managing stakeholders and third party suppliers in previous roles
Responsibilities:

  • Agree the project scope, define requirements, identify deliverables, and plan the activities needed to deliver the required outcomes, using professional project management practices and documentation within the Met Office project management framework. Also, ensure that all technical documentation is developed and maintained in accordance with Met Office standards
  • Direct and motivate the project teams to ensure successful completion of tasks in line with the project plan and required quality standards
  • Direct and manage delivery from external suppliers and partners
  • Monitor, verify and forecast project progress and finances, initiating, and agreeing corrective action when necessary
  • Build relationships and communicate with all stakeholders and lead on the establishment of appropriate governance arrangement
  • Report progress to the project board, project executives and senior stakeholders. Ensure that an effective stakeholder engagement strategy and full communications plan is developed and delivered for this high-profile project.
  • Identify, analyse, evaluate and prioritise risks and help ensure that benefit realisation is monitored throughout the project lifecycle and that plans are in place post-project to ensure continued successful benefit delivery.
  • Identify any issues affecting the project delivery or achievement, initiating corrective action where necessary
  • Identify lessons learnt during projects and initiate changes to ensure best practice for future projects


Essential Skills

  • Prince2 Practitioner and/or APM (Association for Project Management) Certificate
  • Proven experience of managing a number of business change projects, from start to finish with a track record of delivering on time and to customers' requirements
  • A proven ability to manage issues and recommend solutions through formal and informal channels, securing effective outcomes.
  • Proven ability to co-ordinate multiple activities and work streams, handling shifting demands and priorities, to deliver a customer requirement or business benefit
  • Excellent communication skills, with a proven track record of successful liaison with stakeholders at all levels, including third parties such as suppliers or Public Sector Bodies
  • Evidence of having managed or played a lead role in a team delivering successful business change.
  • Experience of using financial reporting and planning tools and of accurate financial management of a project.


Desirable Skills

  • Experience of working on a similar finance or full system implementation projects
  • Previous experience of developing and delivering communication plans targeted at a wide range of internal user communities across an organisation
  • Experience of managing stakeholders and a third-party supplier relationship
  • Knowledge of procurement processes using Find a Tender or Government Frameworks such as G-Cloud
