Workforce Development Specialist

In any organisation people are the key resource and therefore success and failure begins and ends here.

And you're all about understanding that, how to put users first in a company context, how digital technologies are changing user behaviour along with the challenges of delivering digital change for government.

An exceptional individual with a proven background in senior user research role and strategy planning you would thrive in a complex Information Technology Directorate embarking on a series of major strategic business change initiatives.

This is not a simple challenge; you will need to be resilient, able to handle complexity and ambiguity, and to be part of a department at the centre of both change and operations, working with committed professionals and supporting staff.

The role

As the Resource & Planning Lead you will be responsible for creating and leading the IT workforce strategy, including the analysis of trends and business strategy to forecast critical skills, emerging skills and resource gaps.

Developing and managing a DDaT Capability Framework you will work to create and stimulate collaborative communities across the IT Directorate ensuring it that has the skills, knowledge and experience to identify and initiate major strategic business change initiatives.

  • Develop a long-term workforce strategy, discerning and disciplined in focusing on what is important and most relevant to inform and deliver the strategic transformation and strategical aims
  • Lead the design and implementation of strategy, directing the evaluation of strategies and policies to ensure business and people requirements are being met
  • Lead a continual planning process in a complex environment and be able to strategically develop plans with both short and long timeframes
  • Lead a team to execute the above accountabilities

About you:

You can confidently demonstrate significant experience in user-centred service design and delivery practices into highly technical complex IT environments - the scope, performance, cost control, delivery, scheduling, resourcing, risk management and demand management all resting with you.

But also you understands the opportunities and challenges of delivering digital change for government, awareness and understanding of how digital technologies are changing user behaviour and crucially

A confident leader you build working relationships with ease managing technical teams, consisting of internal, contract and supplier staff in a large complex multi-faceted organisation, whilst your communication skills, both written and verbal are a given.
